fix(CI RAN-gNB-N300-Timing-Phytest-LDPC): update reference timings

Update reference `L1 Tx processing` and `DLSCH encoding` timing in `RAN-gNB-N300-Timing-Phytest-LDPC` CI test
to reflect performance improvements.
