t2: Update DPDK version for build with T2 support

Update the DPDK version for fhi72 build with T2 support from 22.11 to
22.11.3 to align with LDPC_OFFLOAD_SETUP.md. Both 22.11 and 22.11.3 are
compatible with the AMD-T2-SDFEC_25-03-1.patch and have been tested with
the T2 card.
